Sanctioning raw materials is very difficult as their origin is basically untraceable and once they r mixed with the unsanctioned material or further refined their past is basically wiped out.

When you have 2 countries, India, and China not a party to to the sanctions, it kind of remove any possibility for them to achieve their desired results.
