Don't forget that in B/W and B2/W2 that there's a girl who will offer to trade Pokemon with you, then later will battle you with that same pokemon( it even has the nickname you gave it if you did) and depending on the level you gave it to her, she can potentially have a level 100 Pokemon.
Yeah, she's not all that strong, but she still can potentially have the highest level Pokemon owned by a trainer

*That* explains why I never had a problem with her. She was a challenge, sure, but not this undefeatable scary entity others claim her to be.
I was 12 I think and I knew the types very well. Been playing since yellow.

Now this is best explanation to why Cynthia was considered so strong. Other thing is that you train your Pokemons throughout your whole journey in D/P or platinum in order super effective against every type but spiritomb back then had no weaknesses + most of the people saw that Pokemon for the first time. NPCs are only difficult if you don't what their team is. These battles grow more interesting as you proceed to find what's in their arsenal. Yeah VOLO too had a giratina and origin one too 😥

Hop’s final battle was super hard. Maybe it was just my bad luck, because on both of my attempts he froze my Rillaboom with Ice Beam. On my second attempt, I finally won with my Rillaboom being my only Pokémon alive at 1/3 health.

I always found the "you were young" or "I beat them on my first try with a type advantage I was lucky to have or planned for the fight" arguments kinda strange because then it should apply to literally any battle. Whitney? No problem I just beat her with a Heracross I headbutted trees for or a Geodude that exploded on her. Cynthia? Just use a Weavile dummy. Ultra Necrozma? No match for my Zoroark disguised as a Fighting type. Volo....cheats and therefore does not count. Literally every Pokemon boss can be trivialized if you have good type matchups or know what's coming. Hell all you really need are the near unlimited amount of healing items you can get including *Revives* compared to their max 4 Full Restores to beat them. That's why I feel like it's hard to judge Pokemon battles based off difficulty. Because in a way, they are literally as easy or hard as you want them to be.

I don't remember Cynthia being tough at all. But I feel like endless Revives, Full Restores, and an 80-something Empoleon must have been the reason.
