That means this Loki's illusions are so good that his very act of not dying doesn't in itself cause a new timeline. He could very well still be alive.

Classic Loki, somebody who fooled thanos to think he is dead, was stuck somewhere in space and practiced making Asgard with illusions for years, he is basically just a more wise and powerful Loki.
