At this stage it's nearly 100% fatal. Every year about 60, 000 people die from Rabies. There have only been 29 documented cases that have survived the infection in late stages. Most of which were only saved by using a medical treatment called "The Milwaukee Protocol".... It's probably the thing I fear most as a human.

The sad part is they arent actually scared of water. Theyre scared to swallow as rabies will cause spasms throughout the body including the throat making it insanely hard to swallow. It’s likely a very painful experience.

This man is not Hydrophobic. This is the early symptoms of a Rabies which damages the brain that controlling Speech, Breathing and Swallowing. The throat that is affected causes spasm or muscle contraction make it extremely hard and painful to swallow, Thus it seems that he's afraid of drinking. Even a slight breeze or an attempt to drink water can trigger the spasm. That's why he can't drink.
