This incarnation of the monster first appeared in the 2016 film, Shin Godzilla, where it's detailed how the monster arrived and proceeded to wreak havoc on Japan. It served as the main antagonist for the film.

No the last form was a true god already.
In his last form, he was so big that he could fit half of the universe inside him.
He could make to life, planets, stars etc.
And that everything exists is because of his dreams.

There are actually eight official forms to send Godzilla of course they variate depending on the script but usually they stay in the same in general zone of power

In form five does have a bigger stronger Godzilla he evolves to shut all of his orifices other than his eyes and has a bunch of shin Godzilla humanoids that eventually evolve to take over the planet she got to also develops primitive flight in this form

Inform six he basically just takes everything in form five and puts it on steroids as that he evolves to survive everything in the universe cover everything in the universe and evolves advanced space flight basically a shin space Godzilla without the crystals and telekinesis

Then inform 7 he begins to transcend the laws of physics isn't completely transcend them at this point but he transcends a few of them and he of course creates a miniature universe inside of his body that's a ill developed an advanced variation

And then in his final form he completely transcends the laws of physics and destroys the old universe and creates a big bang making a completely new one he also has the ability to create matter and energy seemingly out of nothing however it still disputed whether or not if you would have it only in his 8th form or if you would start to get in the 7th form
Some people also debate whether or not if shin Godzilla would die whenever that universe does but considering that he's transcended all the walls of physics and already has the power to create that universe and my personal opinion he would just keep evolving and keep creating universes not to mention at that point will also physics don't matter to him so he can make his universe last for as long as he wants theoretically speaking

As for my theoretical ninth form for shin Godzilla I personally believe that he evolves into a fourth dimensional being and that he creates Godzilla Ultima to go take over other universes as sort of a first attempt to step out into the multiverse he does so by creating a stronger variation of his earlier self that he backs up using his own power but of course due to the fact he wasn't ready to take on a universe with different physics than his own universe the plan nearly failed almost accidentally destroying all of reality at least until jet Jaguar stepped in

I also theorized that during Godzilla singular point whenever the universe is almost completely destroyed that whenever the timeline begins to split before the distraction that Godzilla ultimate unintentionally created all the other Godzilla timelines that we've come to now with all the time lines that have toho monsters having been created by Ultima and the one that contained both toho monsters and characters from other properties being universes where Godzilla spilled into so for instance the monster verse because it has a bunch of Warner brother Kaiju probably didn't originally have Godzilla and the other to home monsters until Godzilla Ultima happened and altered time in reality in multiple universes putting Godzilla and the others in the monster verse as well as every other crossover timeline he's been in
