Is there a better way to increase government revenues than to tax pollution? $300 @year is hardly gouging the citizens with industry being the main payer of this tax. Don't forget when the provinces administer the tax they keep it there and can do whatever they want with it. $2.6 billion helps pay for a lot of healthcare. Alberta raised $800 million mostly from the oil sands operators. Its better than a PST. I would rather raise the carbon tax to $60 a tonne than have a pst.
