I faced the same issue and got frustrated as no solution to my problem. I ended up went to apple services centre and get re-system which they change your hardware components over 80% to new. Now I no longer face the issues. It turns out to be a hardware problem.

Recently I have also faced that problem with my 14 PM. Even I have changed my SIM card, reset my phone and also reset my network setting but the problem still coming back. My phone has 4G can call and sms but can not use cellular data. When I restart my phone, I can use the cellular data but some point in the day, the problem is sill coming back. Even I did something like in the video above but the problem is still coming back. Do anyone have the same problem as mine?

Dude, the solution for the grayed out apps under cellular setting were not in any of your suggestions. It is under Settings>Screen Time>Content & Privacy Restrictions>Cellular Data Changes...change it to Allow!
