A turbine currently missing for the Nord Stream 1 pipeline cannot be used as an excuse not to restart gas deliveries to Europe, European Commission President Ursula von der Leyen said on Wednesday (20 July).

The turbine needed for the Nord Stream 1 pipeline is set to arrive on time as maintenance on the pipeline ends on Thursday, von der Leyen said.

“It’s already in transit back so there is no pretext not to deliver gas. By the way, there are potentially also alternative turbines that fit. It’s not the one and single turbine in the world that fits. There are identical turbines,” she told a news conference on Wednesday.

Kremlin-controlled Gazprom cut gas exports via the pipeline to 40% of capacity in June, citing delays in the return of a turbine that Siemens Energy was servicing in Canada.

To avoid being blamed for breaching sanctions, Canada sent the turbine to Germany, from where it is expected to reach the Russian compressor station of Portovaya.

The German government too accused Russia on Wednesday of using the absence of a turbine as a pretext to limit gas deliveries via Nord Stream 1.

“I would like to stress that, according to our information, this is an excuse by the Russian side,” a German economy ministry spokeswoman told reporters when asked about the reduced flows via the Nord Stream 1 pipeline.

Berlin has rejected Gazprom’s turbine explanation and believes Russia is squeezing supplies in retaliation for Western sanctions on Moscow over its invasion of Ukraine.

“We are doing everything we can to eliminate this excuse from the Russian side,” the economy ministry spokeswoman said, noting that the turbine in question was not meant to be deployed until September.

‘No pretext’

Russian President Vladimir Putin insisted on Tuesday that Gazprom would meet all its delivery obligations, with Nord Stream 1 set to resume operation from Thursday.

“Gazprom has fulfilled, is fulfilling and will fulfil its obligations in full,” Putin told reporters in Tehran after holding talks with the leaders of Iran and Turkey.

However, he said that as another gas turbine was due to be sent for maintenance at the end of this month, energy flows could fall to 20% of capacity from next week.

Putin used the opportunity to blame the West for its policy of sanctions and Poland and Ukraine for closing two major gas transit routes.

He also said that ongoing disruptions with Russian gas supplies to Europe could be solved with the launch of the Nord Stream 2 pipeline to Germany.

Meanwhile, Gazprom said on Wednesday that it had “not yet received from Siemens any official documents that would allow the delivery of the gas turbine engine” under sanctions imposed by Canada and the EU.

The company tweeted that it had “repeatedly requested such documents”, noting that the turbines “have a direct influence on the operational safety of the Nord Stream gas pipeline”.

Since Putin sent troops to Ukraine on 24 February and the West responded with sanctions against Moscow, Russia has begun reducing its gas deliveries to prevent EU countries from replenishing reserves.

The looming crunch has prompted the European Commission to prepare a “gas demand reduction plan” to get through the next winter.

Energy 'as a weapon'

The Commission said a full cut-off during winter could have a major impact on EU economies, reducing growth by up to 1.5%.

The International Monetary Fund last week warned it could plunge countries into recession, heightening an energy crisis that has sent consumer bills soaring.

European nations have been trying to build up gas storage ahead of winter in case Moscow further restricts supplies.

The proposed 15% reduction is compared with average consumption in the same period from 2016 to 2021.

The plan has hit resistance from Poland, which has filled its gas storage to 98% of capacity and does not feel the need to cut its use.

Other countries have less stored - Hungary, for example, is at 47% of capacity.

The European Commission suggested measures governments could take to cut gas use, including compensating industries that use less and limiting heating and cooling temperatures in public buildings.

Governments should also decide the order in which they would force industries to shut down in the event of a supply emergency.

Households are classed as "protected consumers" under EU rules and would be shielded from such curbs.

EU member states will vote on the Council's rationing plan at a meeting of energy ministers on 26 July.

Germany has already been taking steps towards gas rationing. In June the country triggered the "alarm" stage of an emergency gas plan to deal with shortages.

I thought the idea was to get rid of Russian gas supplies. Now she is whining because there are no Russian supplies? Even if the turbine is not in place you can still use North Stream 2 or why can't you?

Brussels cancelled the NordStream2, not Russia .Now Putin says they will restart NordStream1, so blaming others is childish and absurd . NordStream2 can be made operational and certified in 35 days. Is this a real conversation or a theater of the absurd show ?

Russia is a fully legal state and will comply with EU sanctions. Gazprom is the most loyal company and will also comply with EU sanctions. Therefore, it cannot get a turbine, since this technology may have a dual purpose. Vladimir P fully agrees with the correctness of these EU sanctions)))
