Most of the Clone Contingecy Orders were pretty awful. If enacted they sometimes led to genocide, as was the case with Order 66, or in mass executions or planetary destruction as we explored in these videos linked in the comments. However, Order 65 was different. This Order was put in place by Palpatine to make it seem like Order 66 and Order 37 were not an important part of his Sith plan. Even so, the Jedi were better at fighting than they were at reding the small print of legal documents and never bothered looking at it. Order 65 stated that in the event that the senate or security council deemed the chancellor unfit for duty, he would be removed from power, with lethal force if necessary.

The key term being: The Senate. Mace Windu literally says that Palpatine had control of the Senate and the Courts. So the Jedi likely knew about this, but they also knew that the Chancellor was too popular or too sneaky to be able to be undone this way. Hence their use of force

I highly doubt the order was throughly set. Palatine was super cautious and probably had contingencies in place to prevent 65 from ever working

Man, imagine if a group of senators like Padme had found that Order and enacted it when Grievous was destroyed. There's no way Sidious could take on an entire army as well as Jedi, so it's yet another "What could have been if the Jedi had not fallen so far from their peaks"

Order 65 was there because the Jedi read the fine print.
Basically it made the Order list "fair" since there was a "kill all jedi" option too.

The real problem was that it became a non-factor as Palpatine got more and more power until only he could issue the orders

Wait the orders were known to the public and weren't just secret orders made by palpatine. What was the actual wording of order 66 that would make it so that anyone reading it wouldn't immediately assume it was made to kill all the Jedi? We need to institute a failsafe just in case the Jedi (who have assisted the republic since its inception for thousands of years) decide to overthrow the republic. Also that failsafe needs to involve killing every last one of them even the kids in training
