I am new to FM. I am playing with a lower league team on a tight budget. Even though I did not put out any assignments my scouts are scouting players which is resulting in negative scouting funds. How do I fix this?

I think the analyst report is underrated.. I started playing FM fully this year and the analyst report is very useful especially when signing strikers because it tells you things like conversation ratio, shot on target ratio etc.. so even if the attributes doesn't suggest he would be that good I'll still sign him based on the analyst report.
Obviously it will depend on what league he was playing in etc

What does knowledge exactly do increase the quility or quintity of your scout reports? do you need to assigns a scout particullary to the area he has knowledge of.

Anyone please? i d like to ask something cause i m desperate to find a
solution. I control both options of scouting and assigned every scout to
a nation/region. I have 25 scouts. None of them returned with a young
player recommendation. or many recommendations in general. Assignments
last for months, i get 4-5-6 reports and always estimated time is N/A.
Unless i stop them, i think they would never end. Moreover the country
that a scout is assigned doesnt even show up in his knowledge even after
months. What the f**k am i doing wrong?

Do I only need the knowledge when I picked all the leagues in the beginning?
My Computer is not so fast, so I only picked germany, England and Italy... do I still need all the knowledge or is then only this 3 nations enough?
