Then a small popup info screen appears close near your cursor with the name and function of the specific staf member, the monthly salary he gets and the end date of his contract.

A couple of things I do in lower leagues is get right into the scouting section and search for all free agents who are unattached. Start getting those trials in ASAP so you dont miss out. If you search for at least 1 international cap that can be a good way to filter out the rubbish and find the better players.

Also, start looking at your squad and look at roughly what system they could fit. If you have 4 CB but no full backs you could either go 3 at the back or you know to recruit wide areas. In the lower leagues again, I find it better to work with what you have then add the key areas you need rather than just trying to sign 15 new players.

I don't mind the young player signings for u21s and similar because I tend to have a good h.o.y.d but lower down i agree you should do it yourself.
