yeah, this is pre-rift/Roboute Guilliman's reawakening.

afterwards when Roboute Gullyman realized how fucked up the chapters got when they took the literal meaning of Codex Astartes as absolute rules.
he decided to burn the thing, republish it in a more toned down version with explicate instructions that it is suggestions not guidelines and had every copy replaced that he could find.

both the Wolves and Templar liked the new version immensely and to further improve the Imperium, Gorillaman wrote down Codex Imperium which is meant to guide the local human idiot on how to live in the Imperium and not fuck around, apparently the book was not well received by the Highlords but it got great user score so we can say its Good.
