I have a rescue Silky who does this. He is the most terrier of any Silky I've ever owned and it took me a long time to figure out that this was just his way of saying whatever it is he's saying. Just the same, when he's in this mode I don't push him because I really don't want to find out if he's actually angry. Terriers are special!
