He’s so strong, he breaks the first rule of Pokémon. You’re only allowed six Pokémon and he technically has EIGHT! And on top of that, he basically has Cynthia’s team with a double Giratina battle at the end.

The fact that Giratina obeys his command when he isn’t even considered as a trainer just shows how strong he is.

Lore-wise, with Cynthia being a mythologist (kinda like a historian), she’d be frightened by how strong Volo was. Much like how we still have absolutely no idea how was it possible for ancient Babylons to observe the weather and create the lunar calendar, or how ancient Egyptians managed to build a pyramid. Both tasks are easy in today's technology.

Sure, Volo was weaker than she is as a trainer without Giratina and the 'cheats', but in Cynthia’s modern era, all the pokemon battle's know-hows have been readily taught and the new trainers didn't have to start from scratch. They also have a strong supporting system and a training system. They can train and produce strong trainer much much easier than the past.

Volo, on the other hand, had to rely on his own. The training he must've gone through (likely self-taught) in an era where people were so ignorant about pokemon is unimaginable. He'd likely have started training his six pokemons before pokeballs were even invented. The title Pokemon Wielder is no joke. He is probably the most talented Pokemon trainer to have ever existed in history by a large margin, and could only be defeated by someone who came from the future.

This character is very interesting thematically, as while he may not be the strongest character in the series, he was, in the lore of the game, hands down the strongest trainer at that point in time, which admittedly isn’t saying much since “trainers” were somewhat of a new concept at the time, but that also means that at that time period, volo was likely the strongest man alive, carrying powerful pokemon at his disposal that could theoretically wipe out entire towns with little opposition if he so choose to. His remark that it seemed like our character was shot out of the rift just to stop him may actually be true, as it’s likely that arceus realized the threat volo posed, and his only option was to summon a trainer from the future strong enough to stop him.

I find it funny that 2 of the strongest characters in franchise are related to each other. Gamefreaks way of overthrow Cynthia as the hardest trainer to fight is to literally make another Cynthia.

I mean Volo and Ghestis both had no problem with killing the player, I mean I can literally envision Volo killing you and just kicking your remains off the the end of the temple altar sending you tumbling down the side of the mountain

Volo’s the only fight in a Pokémon game that made me go “You know what? Screw my own rules, I’m using items in battle now.”

He’d be difficult in a normal game, but with Legends’ weird battle system where knocking out an opponent allows them to hit back immediately (almost guaranteed to OHKO you back)? He’s DANGEROUS.

That Togekiss is too annoying not to be considered one of his pillars, ontop of that in contrast to Cynthia's Garchomp, Volo's ace is Togekiss

From what I've seen around, Volo is one of THE toughest fights, without question, Giratina itself is awesomely terifying to behold, and that battle shows it.

Here's how I interpret Volo having incomplete movesets on his pokemon: He's truly and utterly insane. I don't mean that in the joking way of calling someone crazy, I mean he is literally insane, his false devotion to Arceus and drive to remake the world drove him over the edge. I compare Volo to Cyrus because of their motives and Mannerisms. Although when Volo actually shows "Yup, I'm evil!" I compare him and Cyrus to a couple of Zelda Villains.
Volo in his battle is like Ghirahim, he's crazy from the get-go and has a particularly personal hatred for the player.
Cyrus throughout the entire game is like Zant, He's calm and collected throughout, treating the player as little more than a reoccurring annoyance. But then at the climax of the Story, when his final goal of Universal armaggeddon is ripped from his grasp, he snaps and experiences a searing, uncontrollable rage.

Lore wise, him having Giratina means he can clear 99 percent of Pokémon with zero difficulty only being contended by trainers who focus specifically on strength or legendary spam.

Imagine if Volo had a rematch with better movesets across the board, and a 20 level increase. A team of level 85+’s across the board, on top of scary movesets. Sounds like it would be “fun” to deal with

The trauma of battling him 31 TIMES TO BEAT THE MAIN STORY will haunt me every time I visit the spear pillar…

You may be wondering "how would Cynthia be able to beat someone with almost her exact team and two phases of Giratina?" I'll remind you of Cynthia's ready and willingness to box the dragon ghost.

In a game with pretty underwhelming battles, Volo:
1. Has a team of 7 Pokémon (8 if you separate the two forms of Giratina)
2. Has Cynthia’s Platinum team (minus Milotic)
3. Doesn’t allow you to heal in between the battle against his team of 6, Giratina and it’s origin form.
So the answer to your question is…YES

I think the screwy thing about comparing Volo to other trainers is the change in game mechanics. In old games, you could hit a problem mon and get swept. Legends Arceus means the faster Pokemon won't simply outspeed after a ko, so the game is more about exchanging ko's and revenge killing the last thing they sent out, and having the 2 phase fight with that powerful Giratina is rough after Volo's tenderized your team so much. In general, higher level Pokemon also seem to take more damage from lower level ones than they did in the past, so that isn't a reliable way to curbstomp your enemies either.

It took me six hours of retrying, changing up my team, trying to cover all of my bases and exploit his pokemon’s weaknesses. Definitely the single hardest battle in the Pokémon series!

Admittedly I was a bit over leveled because I spent so much time catching Pokémon rather than completing the story, so my team was around level 80 when I fought him. I found him easy but I know I would have struggled if I wasn’t overleveled!
