I live in Tula, and this is not quite true. indeed, there are similar places, but this is on the outskirts of the city, and almost everything shown in the video has been renovated for a long time (I know all the places from the video, since the city is small), some photos date back to about the beginning of the XX century. The 2010s, when everything was much worse than it is now. as for dirt, this is happening now, but it's not nearly as scary as in the video, and even then in the spring, because in spring Russia is always dirty due to the peculiarities of the climate, so do not believe that Tula or other Russian cities look like this channel shows

Tula is nice city and safe city for foreigners as well. I travel recently alone from moscow to tula by train. People are amazing there. I went to yasanaya polyana and two boys help men to arrange taxi to yasanaya polyana. And from yasanaya polyana a group of students alo g with thier teacher help me to arrange taxi back to tula station. All russians are graet people .

Some people are still living in "temporary" wooden houses from the Soviet days

EDIT: Except for the weapons production, a lot of money has been used for that....
