For the rpg one, it is possible without glitching the rocket. Its a speedrun strategy in single player, just turn on Trevor's power before you shoot. This also makes you able to ragdoll from any height and survive (with enough power left)

RPGs have a safety feature. The warhead doesn't arm until the gforces of the launched projectile spinning in flight cause two pins to slide out and make it dangerous. So the reaction in water is more accurate to what would happen if you fired at your feet IRL.
