The coral is there because at one point in the story before the game takes place the map was submerged that's why there's broken down cars far into the ocean. And if you go into a barbers and look at a map on the wall you can see half the world is submerged

They actaully say it’s there because there used to be a tsunami and it flooded everywhere and there was some coral flowing around but when it ended one coral was left alone and it was in that exact spot and there’s a secret picture somewhere in the map of the world ending and the final result it has that coral there :) hope it was good information

That coral was from Tsunami in the Los Santos u can see it on the website or a newspaper in the game
