I did asked myself that question NGL. Then when I found out that it was because Lucario was based off Oricalchum, I kinda felt like it was a bit of a stretch but pretty cool nonetheless.
However I think the problem is more with their stats, not the typing.

Lucario's case is probably influenced by the fact that medichan getting that typing in gen 3 and Lucario being released in gen 4

I always thought Lucario was meant to be like wolverine and had metal on it’s bones especially since in the anime it’s metal claw attack looks kind of like wolverine’s claws with 3 on each arm.

Lucario has spikes on it’s body and it has weights on it’s shoulders and its little dread thingies are also supposedly heavy when it mega evolves, but Psychic type still makes way more sense than steel type. Lucario can’t even learn iron head, bullet punch (through level up or tm), and many more steel type moves while it can learn Zen Headbutt and Psychic which are perfect for Lucarios mixed attack stats

Gen 2 was afraid of printing too many psychic types but going through the region you see many cases where it makes sense

Ngl I’ve never really considered lucario’s typing, I think I just let it be cause of the spikes on its hands. Now that I think about it, psychic would make so much more sense, since he knows so many psychic moves

and stantlers only normal because his kind got hunted to extinction because of his evolution. they kinda just forgor how to evolve

I think the lucario situation has to do with the fact Gallade was in the same generation, so maybe gamefreak didn't want to have two psychic fighting types in the same generation.

While I can kind of see the Paychic typing for Lucario, it always seemed like Pokémon wanted to put a solid wall between ‘Aura’ and ‘Psychic Power’. Even in the Anime Ash is stated to have no psychic ability, but later on has potential for Aura, so making Lucario steel for their spikes and Orichalcum reference seems more fitting
