Ive been dating someone about a month and he says this often but it feels strange

If u don't care about someone you wouldn't say you appreciate them, I believe you say that type of compliment when you have strong feeling for that person at the start rather than saying I love you when you don't know nothing about them. If u say I love you when ur barely getting to know them, then ur coming on too strong and the girl might get scared and might think ur too obsessive.
