Hello mam,
It is said that equality in opportunity isn't the same as equality in outcome. By this, do you think the quality of a department (Panchayat in your example) will be high if you ensure 50% representation instead of just encouraging women to participate in politics and elections. Just like sending them to school and allowing to participate in a fair system of exam and ranking, shouldn't women be made to just stand in elections and allowed to win or lose, instead of giving 30% or 50% mandatory representation? This can be applied to any job or sports. Doesn't this affect the standard and ethics to pull down a genuinely qualified person just because he is a male and give a post to a low qualified person just because she is a female who can claim representation?

Secondly, twice you have mentioned young able bodied men in the slides of gender based division of labor. Does it mean that there are jobs which hold the rational of men being dominant in terms of number? In other words, during the second WW, women were engine drives and factory workers. But they did not left heavy machinary or enter oil drills or climb high electrical posts. They did gender neutral jobs. Even with your concept of gender division of labor which shifts as per need of the hour as well present women still not engaging in left threatening low scale jobs, I believe we can assume that women's participation automatically increases with the rise in gender neutral jobs. With or without feminism, just like you said, the nature of living environment, drives men and women rather than an idea, be it patriarchy or feminism.
