How to Permanently Delete files and folders from Recycle Bin in Windows

I couldn't delete items but when I tried to restore them, they should have been on my desktop but now are missing? Are they hiding in my computer somewhere doing malicious things????

I already delete smthing from laptop and simultaneously same thing I deleted from recycle bin too.. I don't want to recover that anyone..

Now it does remove it, but does not COMPLETELY delete the file/folder, instead, Windows keeps it until it needs more space, that’s when it is completely removed.
