I'd say we aren't rich in Panama but we are a peaceful country. I wanted to move in the past but as I grow old I see a lot of benefits of staying here. Lationamerica is looking better now!

It is true that there are very little inter-nation conflicts in South America but when the economy collapse you will a lot of civil unrest and extreme violence within groups in those countries.

its hard to pick because most of the countries that are going to be safe are usually not the places i would want to live in but this is a matter of survival .and its also hard to know what things will be like if nukes are involved. i heard the effects are overexaggerated but i don't really know .like would Switzerland be safe if a south German city gets nuked for example some say the entire world will be doomed others say you will be fine as long as you are not in a major city. and if nothing happens and you move to a place like south Africa or Argentina and these countries go downhill you may regret it .or if it happens in the more distant future countries that are neutral now may not be neutral anymore .

I would buy real estate in multiple countries to have that tie (proof of address) in a country. I would rent them out in stead of leave the empty.

Having a home/proof of address is a very strong tie.
