The movie is satirical to itself.
It shows that marxist ideology will not only empower those "bad apples" (like DiCaprio is in real life), but also disempower those who do things correctly.
Which shows the need for capitalism. So people are free to not support evil dictators but can choose to support somebody else, they deem moral.
