NASA astronauts that gave up their SpaceX Crew-9 seats 'very proud' on launch day

NASA astronauts Zena Cardman and Stephanie Wilson gave up their seats on the Crew-9 mission to give Starliner astronauts Butch Wilmore and Suni Williams a ride back to Earth.

I'm in a rush so i didn't watch the whole vid but why they need to give up their seat? As far as i know dragon is capable of carrying 6 or 7 crew right? Or maybe cargo reasons? Or ISS have already reach max crew capacity?

Dragon capsule can carry up to 8 astronaut. But, NASA refused to increase seats more than 4 because they want to save budgets.
