What separates a "low-powered" guardian from a "high-powered" guardian?

The player Guardian by all count is considered low-powered.

Ikora Rey can literally spam supers back to back, while Osiris when he still had his light can cast Doppelgangers or clones of himself... All using Dawnblade at the same time. Or Zavala who can bubble and then immediately go ham with Fist of Havoc.

What the player Guardian is good at is that they can learn all elements and use both light and dark very freely. Something that even eludes the main Vanguard leads. In terms of raw power... We don't match them at all but we overmatch in flexibility.
