One thing to consider with rainwater is how you collected it. My family would use it in the garden, but we wouldn't drink it direct from the barrel. I asked my dad about that when I was a kid. He turned around and pointed at the roof, and said "would you really want to drink the water that's come from a roof with seagull shit all over it." I live in Maine, and we have tons of birds flying around.

While public health safety is one reason for regulating the use and storage of rainwater, another reason was to keep big companies (or even private citizens) from disrupting the ecosystem by building large reservoirs and storing a massive portion of the water that would normally flow through to a watershed.
Someone mentioned that a man was arrested for illegal rainwater collection, and yes that happened. However, that man was not just collecting a few thousand gallons of rainwater for everyday use, he was disrupting the flow of creeks by building dams that ranged from 10-20 feet tall and storing nearly 13 million gallons of water. The man basically built these reservoirs to siphon off water from natural ecosystems to create private ones on his property. This also wasn’t the first time he had been in trouble for it. There’s more details to the story, but yah that’s more of what the regulations are about.

I work in water treatment and there's plenty of simple methods to clean rain water at home. All you need is access to heat, iodine or some other potable base, and a charcoal filter.
