In some cases, firewalls can be subverted. The Community College I went to in 2006 had outbound traffic to port 22 blocked, so one could not connect to a remote SSH Server. I changed my SSH server to run on port 80, and got a message saying it wouldn't do secure traffic on port 80. So I changed the SSH port again to 443, and... outbound firewall subverted. Of course, I can't really recommend doing this; exposing your SSH to the general internet is usually a VERY BAD idea. But it did what I needed it to do, which was move files from my home computer to whatever school computer I was on at that time.

Technically, the order of the packages don't really matter in TCP, if a package is not delivered it will be sent again

The ¨firewall" should be renamed to something more specific imo, mostly because of confusied/mislead users and often don't know the different types of firewall and their usage you just mentionned.

My IT guys at my school are adamant that people are using VPNs at my school. A bunch of the kids who have been called out for using VPNs aren't even sure what a VPN is and I've check a couple of their computers and they definitely don't have any VPN or proxy services. Would they be seeing that they're going through the 443 tcp port?

generally even on Linux, i use Linux's Firewall "Gufw" and set up ports:

53 in
443 in
80 in/out
8080 in/out

if you use Tor you might need 9001 and an other in the 9000 range (i am booted in windows right now so those are the only ones i can "remember" on the top of my head. i think it was 9143 but don't trust that, just google them.)

but the list on top should let you browse most sites. if you play games then best look up the ports or turn it off temporarily.
