Copy and pasting the second number in linux doesn't work, it just says "connection refused." Do you know what to do if it does that?

So basiclly, my apk app is finished downloaded right. Then when I'm trying to opening it, it says "app name" keeps stopping
is that just my chromebook or there is a effect when i'm finished downloading it
