The Red Cross sets up the same type of emergency sleeping centers (just like at the cruise terminal) when ever people (Americans) are displaced by fires, floods, tornados etc. I saw this first hand in 2015, after a wildfire in Lake county California, people with dogs were offered tents outside, everyone else got a cot and ear plugs. All of the local rooms were booked. It is either better or worse than staying in Central America, that’s the choice.
