This does seem like a good idea but for me when ever I use it the person always ends up panicking and they don’t know what to do and I hit them with it, also the down side of this is if you miss it’s really loud and they now know where you are and you haven’t done any damage yet. I’m not saying it’s bad but I guess it’s personal preferences for everyone

It’s better to press right click first, then aim the railgun. That way it charges and by the time you aim, it’s just about to fire. More accurate than swiping up to aim the way you showed

You can achieve a similar result by hiding behind cover and then popping out at the last second.
