Have private industry supported by the Government pipe this water to the drought areas.Their resource, the water is free.The cost of the pipeline offset by no interest Government loans.The private industry charges only a nominal amount per gallon of water.Thus being affordable to farmers and very profitable for industry as the will make money from the billions of gallons piped
