Three times I have sent a plan proposal to Washington about a pipeline of water from the Mississippi and its tributaries that constantly flood. This idea diverts fresh water that flows from Canada north of Lake Superior, through the Great Lakes, down through the Ohio River construct to the Mississippi and out to the ocean. We all know that parts of the MISSISSIPPI and it's flat lands and tributaries floods constantly. Have private industry supported by the Government pipe this water to the drought areas.Their resource, the water is free. The cost of the pipeline offset by no interest Government loans. The private industry charges only a nominal amount per gallon of water. Thus being affordable to farmers and very profitable for industry as the will make money from the billions of gallons piped
