Welcome :) Yes, just examine two identical charges without the wire. Now, as you said earlier, the relative velocity is in fact zero. However, you cannot simply say that just because the relative velocity is zero, they are stationary. They are certainly still moving. And moving charge creates a changing electric field, which creates a magnetic field and so on. So what can you conclude about the force each of the two charges experience?

Well lets look at from the perspective of this video. In the video, we are discussing the moving of two currents in two parallel wires. They have identical currents and move in the same direction, parallel to one another. Now lets define what a current is. A current is simply the movement of ALL the electrons per some given time. So now instead of using all the electrons, you take two electrons, one on each wire and observe them moving parallel to one another. How will they affect one another?

so in a situation where two lines with opposing directional flow oppose one another. How would that interaction play out physically. Would a same directional flow be more reactive because of the attracting force both lines "feel"?
