Electromagnetic force on parallel wires

This equipment shows the electromagnetic force acting on two parallel current carrying wires. When the currents are in the same direction, there is an attraction force between the two wires. When the currents are in the opposite direction, there is a repulsion force between the two wires. The force is caused by the interaction of the circular magnetic field produced by each wire.

strange, if you have two electrons stationary, they repel each other (static force), but if you take these same two electrons and shoot them down a parallel path, they then attract each other (two parallel line currents in same direction). 

if two static electrons are placed north and south on the earth, shouldn't the electrons attract each other since the are both travelling parallel due to the direction of the earth's rotation (parallel line currents) ?

One doubt, if the current flow continously in a time interval, any problem?
