are 700c 622 29' bike wheels the same ?

is 700c , 622, 29 (inch ?) the same bike wheel size ?
I explore after 3 minute google search.

Also I now read 28" may be 700c ??
how did we get to this chaos (rhetoric) ? use 1 system (ETRTO/ISO mm).
All other systems are obsolete (but still the norm).

go by the ETRTO system ... (mm I think)
