What if you experienced a auto accident and the citation officer said you were at fault knowing very well you weren't and the person who hit you has no insurance or operating license, does your uninsured coverage still cover repairing your car?

If you are hit and the other person is at fault and only has $10k of coverage and your car is $20k your collision coverage would kick in, would it not? This seems misleading and makes you look like your are trying to sell insurance. I could be wrong, but that is how it works in my state.
