Python Challenge 16

I decided to do these challenges as a way to teach myself the Python 3 language.

I may go back and document how I solved challenges 1 - 15 later. I am uploading this specific challenge because I thought the solution was really neat. It involved image manipulation - something to which I am not well versed.
