The question is why are there any vacant homes in the first place, I thought there was a housing crisis ? They could be rented out or sold if not are they owned by foreign investors?

These vacant homes don't just spontaneously burst into flames and the owners aren't starting the fires so why should the owners pay? These fires are started when street trash breaks into the home and starts a fire.
Why is the victim of a crime being punished for it?
