i did all of these things but I am still getting a 'camera being used by another app' from YouTube when I try to go live.

This did not work. Trying to go live with YouTube and I get that error message. I've tried alot of things. including uninstalling zoom. checking the processes in task manager. updating camera drivers. agh help! I still get the message!

I ran into this issue as I was trying to do a Livestream to YouTube from OBS. I was mistakenly trying to start the broadcast from YouTube after setting up the broadcast in OBS. I set the broadcast up in OBS then ALT/TAB to YT and tried to initiate a livestream but it said "Camera in use by another application". Got me here which helped get me on the right road. Basically, one can initiate a YT Livestream totally from OBS which I did and avoided the error. The error was mine and was indeed "another application using the camera". Thanks for the upload, you never know how far down the road it might help someone.

I tried all these steps but my issue isn't resolved. Camera is working for all applications but my issue is with Whatsapp Video call. It isn't working when I make or receive video calls. It shows the same error " Your camera is unavailable or used by some other application. "

Found the problem, turns out i just had to turn on one camera on the privacy settings!!
