Don't you love it when you get narrative driven stories that people can just share shit so easily nowadays. The reason was budget, that was the biggest reason. there were also policy changes happening at that time, plus the geopolitical tensions and StarWars program initiation before the program even got a green light they were already wanting to get further space research and focus was shifted.
