After achiveing almost total control over the galaxy, one might assume that Palpatine was content with what he had. However like many other rulers, the insatiable thirst for ever more power could not be quenched. From a young age, Palpatine proclaimed himself the Sith'ari, meaning the one without limits in the Sith language, desiring nothing more than than the total domination of the universe for eternity. In legends, Palpatine planned on using both technological terrors such as the world devestators to consume whole galaxies and convert them into ever more powerful super weapons. Ultimately though, Palpatine saw the force as superior to the material realm and sought to entirely dominate it. As seen in rebels which is canon, Palpatine sought domination not just over the universe, but over the time stream itself, a feat that would have allowed him near total control over not just the universe, but the multiverse itself
