yeah don't send PayPal payments as "friends and family" it happens a lot! and people get scammed. I've had to tell the buyer sorry the seller has been blocked but he did screw you. because 1. they aren't your friends and 2. they aren't your family. and 3. your buying a product from them. its simple. but then again common sense aint that common anymore.
