Percy could have been one of those children who would take in stray animals when he was younger. With Scabbers missing a toe he could have felt sorry for him and took him home with him thinking that he wouldn't have much of a chance of survival in the wild with a missing toe. After he got to Hogwarts and was teased for his family being poor than he became one who was determined to be someone in the wizarding world.

I always thought it was interesting that none of them realized he was far too old to be a normal rat, although the 2-3 year lifespan of small rodents is actually not right in the case of pets. In the wild, they live & die faster, but as pets there are many stories of them living much longer. That implies that a life of ease, less exposure to illnesses & parasites (fleas, ticks, etc) & continuous good nutrition even through winter makes a big difference to their health. For instance, my hamster was almost 6 years old when he died of old age. At about age 5, it became obvious that he was starting to have issues, like maybe he had a rodent form of arthritis. His movements became slower, he didn't run in his wheel much anymore, & he seemed to be more prone to getting agitated or squealing like hurt if you didn't let him step onto your hand of his own volition instead of just gently picking him up. So I knew he was now old, & was actually surprised at how much longer he lived. (He was albino, so there was no lightening of fur as an age indicator, only behavior signs.)

It's a little fuzzy now but I seem to remember picking him off the street. I should have been suspicious that he lived for that long, but it was Fred and George this, Bill that, Charlie this, Ginny that, heck, even Ron-- and my family was too busy to pay any mind to me. I wanted to do something with myself, and the rest is history. But it also distracted me from some very important things, like talking to my own family or noticing my, and later my brother's rat is a little suspicious. I saw how Crookshanks reacted to him, and STILL didn't know?? I was a fool -__-
