Would lithium carbonate, hydroxide and phosphate be soluble? Because my teacher told me anything contained Lithium is soluble

If hydroxide salts are insoluble then how are they even alkali because for being an alkali they must be able to release HO ions in water and this is only possible when they soluble. Can somebody please make this clear for me?
