The thing that proves this theory wrong is even though everything matches. The timeline doesn't add up because an episode proved that bikini bottom existed way before humans had nuclear weapons. So bikini bottom isn't nuclear. Its actually a world of its own.

This theory has lots of holes in it
1st. In a 2013 interview Tom Kenny said that Bikini Bottom is based on Bikini Atoll namewise and that it's not the same place
2nd. The reason they talk is because it's a cartoon
3rd. Sandy transformed because her nap was interrupted which pissed her off
