No... It said the reason in the Captain America first avenger movie. It's not about who's the better fighter, it's about who has the best heart. Rodgers wasn't the better fighter either. He was some scrawny kid from Brooklyn. But he had more heart than any of the others, which is why he was chosen. Same idea with Sam.

Him being a tainted hero I think would make it that much more compelling if he did get the shield. It would show that even after someone tries to take away Bucky’s humanity he was still able to bounce back and take up the mantle. Besides Bucky and Sam still work together anyway so if tainted reputations were a factor then they wouldn’t even be working as partners

The winter soldier did all of those terrible things. Bucky Barnes did not.

Blaming Bucky for those crimes is like blaming Anakin for blowing up Alderaan in Star Wars. Anakin and Vader are two completely different people in terms of mentality just as Bucky and the winter soldier are different

This is the reason I believe Steve gave Sam the shield Bucky was tainted by Hydra and had some growing forgiveness to earn as seen in “Falcon and the Winter Soldier” Bucky was a killing machine but Steve sees Sam as more of a strategic leader
