Which nations are your best places to scout? We'd love to hear your recommendations

I always rename my scouts.
So if I have Sven Nordberg, 11CA, 13PA, and he knows Sweden, Finland, Norway and Denmark, I'll rename him S. Nordberg (11A13P Scand). Helps out when delegating who goes where in assignments.
I tend to scout "Mini Regions", for example "Iberia" being Spain and Portugal, "BeNeDen" being Belgium, Netherlands and Denmark, Scandinavia, and so on, "Bospurus" and so on.
I also tend to go for scouts that have a higher adaptability, so if I have a good scout who knows Spain really well, I can assign him to 'Iberia' and he will pick up Portugal faster.
Scouts improve as well, so if your choice is a 57 years old who's 14CA, 14PA and a 37 year old who's 12/12, go with the 37 year old, because in 5 years time he could be a 15CA/15PA scout, or better.
If you are a smaller club in a bigger league that may not have the ability to go with the world package thruout the entirety of the season, if you do have the budget change the scouting to World (or whatever higher level you want) for the transfer window. When done, drop back down, and your player pool will have increased, as will the odds of you finding someone.
Countries to scout depends on the league rules, the less restrictive the better, but even if you are playing in say France, and there's a 4 player limit:
Spain
Portugal
Argentina
Uruguay
Turkey
Egypt
Croatia
Serbia
Ivory Coast
Nigeria
Kenya
South Korea

Those are my base countries to scout.

Can you make a video how best to scout if you don’t have any attributes on view? As in you have changed the colour of attributes to be invisible to make the game a bit more difficult?

Followed this advice, set up priority focus for lb, set to lowest CA and pa, been running all summer as I've just joined club, set it up in nation (tried leaving generic) and it's found 2 players I don't want in 3 months. Why?! I have good scouts, lots of playable leagues, just don't get it
