How do you make a lens flair stay stationary when the video underneath pans? E.g. I have a video that has a moving pan to the left but I want to put a lens flair on it... So how do I do that whiles maintaining the position of the lens flair in a still position?

When I try to add this flare I do not see it. I am starting with a plain white text intro on a black background. I add the flare effect but I do not see the flare. Am I supposed to do something to bring the flare forward or something? When I play the video I cannot see the flare at all. I have premiere Elemets 11
