Marvel writers working on the mutant titles have never gotten it into their heads that they undermine their own moral message. They act as though baseline humans who fear mutants are irrational and racist. But then the writers crank out a *LOT* of godlike mutants who are either evil or who have mental health issues. Thus creating the problem that baselines are the ones who would have to be insane to *NOT* be terrified of mutants. Especially given how often mutants turn the entire world upside down.

At one point Legion was given a device that allowed him to control his powers. A wrist watch like Ben 10's that allowed him to imput a number and call upon the powers of one of his personalities without letting that persona take over.

Its implied that Legion's main power is total reality control and his personalities meerly use a limited, specialized version of that main power.
