Also 1st borns are able to become primaris by crossing the Rubicon primaris which in guessing is the procedure to upgrade them so it's not like all 1st born astartes will be gone completely. They're just upgraded

So in a lore perspective it does make sense that Cawl didn't actually improve the Marines but rather brought them to where they were originally intended to be for the most part anyway. The lead creator of the SMs was a person named Astarte (don't remember her first name) and she stated to the Emperor numerous times during and after the creation that the 1st gen SMs were flawed. Big E was in a huge rush to not only get the Great Crusade started but also finished as quick as possible so despite the numerous flaws he'd order that SMs be produced faster which led to more geneseed defects.

Primaris is indeed an excellent upgrade compare to how atrocious Chaos Marines or other Xenos are git gud at. Also, that sweet "brain processing speed" from Primaris compare to the First-founding Marines are excellent and needed in most battles since they are alway getting swarmed.
