Even if a child that little was "teasing" my dog, I would be horrified to see it chase him and bite him. He clearly tries to run away and jump up out of biting range of the dog. Come on lady. When a neighbour like that does not care that her little 8 year old neighbour has been bitten that is all kinds of MESSED UP Outrageous.
